[Lincolnparkdc] Good News/Bad News

I wonder if the extra trash is coming from the house under construction on
the left side of the photo.  Even so, the trash seems particularly laid out
across the alley entrance, making me wonder if they wanted to block the
alley.

Within the last 30 minutes or so, all the yard waste just to the west of
1210 Independence SE has been collected. Thank you to those who pursued this
with DPW et al

 

However below is a picture just taken to the entrance to the alley between
119 and 121 13th Street SE.  I doubt DPW is going to pick up this mess on
their own. It is also blocking what is the emergency entrance to the alley
behind these homes. Anybody have any idea who is responsible for doing
this??
