It’s pitifully hilarious to see the hysteria displayed by some about trash buildup. As for the primary instigator, I haven’t seen you walk this block in the past year, so I’m not sure what you’re observing. Before that you walked your shiatsu, Bella, off the lease and let her wander and piss on the plants in my 12th St yard and poop in my tree box without so much as bending over to pick it up and instead gossiped with neighbors. So please don’t preach about poop disposal.
As an owner of two dogs and the current “problem” of poop disposal, I am intolerant of those who don’t pick up or properly dispose of it. Pick it up and carry it with you home to your trash. I felt sorry for the homeowners near the public can near the NC/Kentucky bus stop. It was a stinking, fetid mess and I’m glad it’s gone!
As for the trash collection in the public area west of 1210 Independence, it is regularly monitored and is not the chronic problem some seem to indicate. It is deposited by neighbors on Kentucky and 12th St twice weekly. Cans are returned each Friday and Monday without fail. I know because I participate in that deposit/removal. 
Pick up of plant/yard waste should be done on Thursdays. It hasn’t recently and hopefully it will be remedied with 311requests. There is no household trash currently building up there. There were some bags of poop (tied up) in bags. I removed what I saw and put them in larger bags and deposited them in trash bins tonight.
Finally, 160, not 158, is the house abutting Independence.
Get a grip people, walk your neighborhood and meet your neighbors instead of sitting on your posterior and posting inflammatory BS. Worry about some real problems.

So imho, everyone who uses that space and wants to pretend like it is this pristine tidy collection area, you know better. Those who never go out there know not of what they speak. 
Let the people at 158 decide. It is their public space responsibility. If they find your garbage an eyesore just like u find your empty cans an eyesore near your houses, then there is some double standard here. Go put the cans down on other end of alley and take them out there. Its an option. Ask your neighbors there if they want it. 
When I began in this nightmare because of the removal of a public trash and it being removed, one of the neighbors indicated”no, not here, we have enough going on”. Hmmmm ?
I simply wanted 3 things less litter, no poop bags in your trashcans, and none thrown in tree boxes. Not sinister as some would have it and vilify me. You all figure it out. But be fair to others. If possible.

DPW has small trucks that fit in the alley. One came through when the did a full alley clean up last year. They choose not to use them here for trash pickup.
As for alley fence “scrapes” by DPW trucks, the original (?) owners of 1210 Independence took off a corner their garage after repeated damage. The subsequent owner installed a steel corner post to protect the building. Previous owners of 160 12th got tired of having their fence damaged and installed a 6x6 wooden beam protective sub wall to protect the main fence. It’s a chronic problem when large trucks driven by those unaware of its limited size try to exit the alley. I know because I often guide them out. 
Finally, my major whine to add to the discussion about trash pickup is the inconsiderate depositing of trash in the alley by Air B&Bs; namely 1218 Independence. Last week I witnessed a young manager(?) pull into the alley in his Porsche and then take numerous large bags of unsorted trash from 1218 and filled four green cans in the alley. When I confronted him to confirm that the trash was from 1218, I told him that the the city does not pick up and that we are responsible for our trash deposit. 
He promised me that he’d be back Sunday to bring it to the pickup point. Yes, he was a no show and I brought the cans out early Monday AM with petty thoughts of putting it on the front yard of 1218. When it’s not the current manager, their cleaning crew do the same, as they’re no doubt instructed. Similarly another Air B&B at 130 12th St maintains bags of trash in its alley carport with no effort to dispose of them. Compared to the chronic behavior of these property managers I welcome the occasional ignorance of our residents.
Enough of my whine. Now for my wine!

In my opinion, having green and blue bins out in front of your house the six days there isn’t collection is not very attractive. The only practical alternative is keep the bins in the rear and roll it to the collection point at the appropriate time
