I remember none of this being a problem when we all had trash pickup in the alley (yes it used to be so) but then the trucks got bigger, some neighbors didn’t like them scraping their fences, and so made it impossible for trucks to ever go back there by constructing a concrete block wall to protect their fence. Now I drag mine out the back to a collection point on 12th and I try really hard to make sure I get it out and back so the alley neighbors don’t have to deal with it. But on trash day in the city, it’s unsightly and smelly, and some neighbors are less considerate so others may have to step up.
I’ll also make a point to get my family back on their loose trash pickup duty when walking the dogs, and maybe others can do the same. When we all chip in the street won’t look any worse for it.
