Back off Elizabeth! You don’t know what you are talking about in this instance.

There are neighbors who take care of that spot, myself included. There are some some other very helpful, industrious and generous neighbors who maintain a group of community waste and recycling containers hauling those containers when full to the curb and then back again. Don't give me that NIMBY stuff.

The DC Municipal Regulations concerning putting out trash are as follows. They do not specify that trash must be put out in front of one’s dwelling, only at a collection point. The regulations cite “point of collection”. The curb at the SE corner of Independence and 12th is a convenient collection point for both residents and for the trash collectors. If there is another part of the code that mentions requiring on to put out trash in front of one’s dwelling then provide the citation.

Here is the DC Municipal Regulations section 705 paragraph 5:

"Residents of properties where solid wastes are collected by the District, excluding bulk wastes handled by special collection, shall do the following:
(a)  Place the solid waste in legal containers, in a manner so as to prevent litter, at the point of collection no earlier than 6:30 p.m. on the day prior to the collection day and no later than the time of collection determined by the Director, on the collection day; and

(b)  Return to private property by 8:00 p.m. of the collection day all emptied solid waste containers including Supercans.”


It is unfortunate and annoying that refuse does sometime accumulate at the collection point. But before accusing your neighbors of being NIMBYs maybe you should first ask what your neighbors are actually doing for each other. And know what the regulations actually are.
