It is a good idea to report as accurately as possible where we the problem is. Saying it is at 200 12th SE means they will likely look for it on the 12th street side south of Independence. In fact you want them to look on the north side of Independence east of 12th. I’ve learned this from trying to get DPW to follow up on other missed pickups
