[Lincolnparkdc] Biker Harassing Runners in the Morning on East Capitol

I don’t mean to offend, but does your wife run in the bike lane?  And does she do it against the flow of traffic?  I don’t mean to be unsympathetic but if that is the case the biker might rightly feel that that behavior (which is illegal btw) is very dangerous for the biker.
