[Lincolnparkdc] Biker Harassing Runners in the Morning on East Capitol

Hi Folks,

My wife has been yelled at three times and physically threatened now on East Capitol Street while running by a biker out to harass runners in the morning - between 6 and 6:30am.  We’ve filed a police report - middle aged man with a beard and a yellow vest.  Police are looking for him - trying to get a picture to help.

Anyone else seen him?
