[Lincolnparkdc] Bicycle in front of 113 Kentucky

A red bicycle has been locked to the sign in the tree box outside of 113 Kentucky for over a week now, well beyond the 12-hour limit for parking a bike on public property.  I left a note on the handlebar a couple of days ago, but it has not yet been read.  Does anyone know the owner?  I would like to give them a chance to move it without reporting it as abandoned.  Thanks.
