[Lincolnparkdc] 100 block of 11th Street SE?

Does anyone know what’s going on on the 100 block of 11th Street? 
The alley and all garages & parking are closed off for a month for alley repaving, construction parking and two house dumpsters take away
 more parking spaces.
Then unannounced & with no signage the city has closed off the west side of the block & are digging up the sidewalk & road!! 
Miserable timing & no coordination DC!
