[Lincolnparkdc] Power outage

Sorry auto correct error:

I think that’s about when the other power outage ended. There was a
electrical outage beginning at 9ish pm that encompassed a *swath* of
northeast Washington from 10th and Constitution to Trinidad. Charles Allen
got hit as well.
