DC Water has shifted to chlorine to clean out the system.  If it smells or tastes like a swimming pool you can either pour drinking water into a pitcher and let it sit; put water in a blender and aerate it; filter it with a Britta-type water filter/pitcher.  Simple.  Brown water is a function of the city flushing out the pipes.  Let your water run, starting with the upstairs, for about 15 minutes and the brown water will clear out.
