You could chat with them on their website and ask that they move their cars more frequently.

The cars are parked there by users of the cars, not the company.

1. Call the police and file a complaint. They’ll track the time the cars are there from the time of the complaint and then issue a ticket. 
2. Once a ticket has been issued the car can be towed by the police or, possibly, by you. 
3. Now advise the company that the cars have been ticketed and are about to be towed at their expense.  Should get relief within 24 hours. 
4. Since the issue is before the DC Council, a letter or email to Councilman Charles Allen would be effective.
