I agree that it is upsetting — but could I just point out that the graffiti
was less than 2 inches high by less than 5 inches wide? Then panel of wood
in the bench was less than 3 inches wide and about three feet wide. But the
scratches were less than half a foot wide — and not visible from more than
a few feet away.
Education and deterrence (finds and rewards, recommended by Mark Ugoretz)
of graffiti are good options.
